Climate change is no longer just an environmental issue — it is fundamentally reshaping labour markets

The CEO of CAPI, Dr. Irfan Yousuf, had the privilege of delivering the Keynote Presentation on “Labour Market Disruptions Under Climate Shocks” at the Just Transition Forum on Business, Labour, and Climate Resilience, organized by the Employers’​ Federation of Pakistan (EFP) in collaboration with the International Labour Organization (ILO) in Karachi.

  • The discussion highlighted a critical reality:
    Climate shocks are already translating into lost working hours, declining productivity, and income instability
  • Pakistan could lose over 5.5% of working hours due to heat stress by 2030
  • With over 80% of employment in the informal sector, climate risks disproportionately impact the most vulnerable

The keynote emphasized that:
➡️ Climate policy is now labour policy
➡️ Productivity protection is as critical as job creation
➡️ A Just Transition must start where workers already are — in agriculture, construction, and informal sectors

A resilient future requires aligning climate adaptation, skills development, social protection, and enterprise competitiveness — not treating them as separate agendas.

The question is no longer whether climate change will disrupt labour markets — but whether we can shape that transition to be fair, inclusive, and productive.
